This is really an intriguing matter Frank, I have reasoned about this since I got in touch with Italian Ufology where sociologists are common to meet.
They did make me wonder and reason about social and also political implications regarding first the contact and that the possible interaction with an alien civilization.
Well, even more interesting, I see that article starts from the perspective that Aliens could be already "in connection" with terrestrial governments ...

In abstract ... I post a quick note about "reptilians". There are even researchers who link them with the "Illuminati" who would be the human secret society by mean of which the reptilians spread their influence in the human environment.
For some unknown reasoning I associate the reptilians with an evil source. In one of my earlier post I tried to show a YouTube presentation of what appeared to be some type of congressional hearing. The speaker was interrupted with a report that he started reading out loud of an immdiate order to send out homeland security to a specified street in a certain area where reptilians were reportedly seen. As he was reading his appearances were as he was shocked at the message. He mumbled "Oh Shit!" several times in between sentences. I did not know how to post the video at that time so it did not come out.
Anyways I did have an experience as I believe I have mentioned before of encountering a reptilian type being. While driving home from a wedding one night in Wisconsin. a fake stop light was installed at an intersection out in the wilderness. When I stopped my gear shift slipped into neutral and my car was being pulled backwards at a high rate of speed. I was quick thinking and thought of a way to get loose and started applying the brake intermittingly until my car came to a stop. At the exact moment of stop I shifted into forward gear and put my foot to the floor. I heard a large bang as my car broke loose and darted forward. With the noise I thought I hit something behind me but nothing appeared in my rear view mirrors. As I gained a great distance from this point a white car came up from behind with no lights flaring, no sirens. As it approached my side there was this man leaned over to his passenger side window flashing me a badge and motioning me to pull over to my left side of the road which was completly opposite to normal procedure. I thought that kind of odd. Another oddity was this man with both hands off his steering wheel driving next to me at a high rate of speed.. Anyways I pulled over and he drove up in front of me. That too was odd as a policeman would have approached from the back. As he came to my car I opened up my front door. I do not know why I did that as I should have only opened up my window. He had no uniform, was dressed in a black suit. His face and hands seemed very white and wrinkled almost scaly. I asked him why he stopped me. He seemed to mumble but finally mentioned something about an accident. We would stand there and mumble for a while and repeatedly go back to his car and fumble with something on his mid console. Finally as he was once at his console my friend in the passenger seat awakened and asked what was going on. I told him I was not sure but whatever, it was wierd. I told him that we better get out of there and he asked me if I wanted him to drive. I told him to step on the gas and floor it while he slipped under me to the drivers side and I steered while I was sliding to the passenger side. I don't know how we ever pulled such a stunt without rolling the car over but we pulled out from behind the car and out onto the road and sped off as fast as we could. I do not know what we would have encountered if we had stayed there any longer. I looked my car over the next morning. There was not any signs of an accident. Several weeks later as I jacked my car up I found a tear in the mid frame as if a hook had been pulled from it.

Here is more rare that kind of encounters [with humans or aliens]. It seems that in our area visual contact with objects are the most common ones. In Easter Europe and overall in Russia there are many reports about encounters with aliens [interested in direct contact with the population of the power of the Earth?]. Or NATO bases: this is a video fro Belgium where Air Force chased an UFO.
From a political perspective it would be natural for an Alien civilization to enter in touch with the greatest powers of the Earth. To make it easy to control this area of space.
Soft power or hard power? This is not an easy doubt. Would an alien civilization focus its attention on the hard power? In this case it would get in touch with US, China, Russia, UK, France. And that's all.
The Chinese one looked as if it was interdimensional the way it flashed and went out of sight, yet if it was able to reach extremely high speed in an instant, it would act like a bullet shot out of a weapon.
